Project control Methods
PM TOOLBOX, LLC utilizes a proven process to control project costs, timelines, logistic planning and design quality issues culminating with construction, relocation and close-out documentation.
Two of the most important documents that PM TOOLBOX, LLC will create for your project are the BUDGET and SCHEDULE.
Budget
We understand how cost and overall budget performance drives many aspects of projects. To that end, the budget criteria for your project will be established in partnership with your goals as expeditiously as possible without sacrificing accuracy.
It is PM TOOLBOX,LLC responsibility to assemble accurate and realistic targets for every aspect of the project. Your budget is painstakingly assembled based on the specifics of the assignment and then validated utilizing benchmark cost data from hundreds of recently completed projects and the trends in the real estate and construction industry that may affect the project at the time it will be implemented.
The budget becomes the benchmark for every financial decision clients make in the project life cycle. That’s why every budget we present is supported with fully detailed written assumptions that clearly explain the inclusions of each monetary budget item. We have found that the written assumptions are a critical component of protecting our client’s interest early on in the planning process.
Project Schedule
The overall milestone schedule produced by PM TOOLBOX, LLC will be the most important project planning tools produced for any assignment and is completely interrelated to the budget developed for the project. A budget without a corresponding schedule is like navigating in the dark.
The tasks and durations determined with the client and consulting team should be used to plan fiscal strategies, resource allocations and relocation activities.
Major modifications to the schedule could affect the cost, design, statutory approvals and occupancy of the space.
The milestone schedule will be created with the team as early as possible and regularly reviewed during our weekly status meeting.

We prefer to collaborate with the project consultants to establish the project task durations to confirm buy-in prior to presenting the schedule to you, but we have the expertise to compose it without input if necessary.
Managing the Project Schedule
PM TOOLBOX, LLC will chair a series of working session with all of the members of the client team, building committee, Architectural, Engineering and Construction Management Teams, working together to develop clear tasks and responsibilities from project concept to project completion.
This methodology works well to establish and maintain the commitment of the project team. The tasks and their linkage to the tasks of others will be tracked on a regular basis with individual team members.
Communications/ Project Status Meeting
PM TOOLBOX, LLC facilitates the flow of a project through a weekly project meeting with all of the decision makers on the project. The purpose of the project status meeting is to bring the team up to date on project issues, schedule progress and required decisions.
Meeting- Agenda
PM TOOLBOX,LLC standard approach is to create a formal agenda for every meeting. This promotes and maintains clear direction to cover items critical to the timely completion of the project. The Meeting Agenda is compiled through a review of the open items from the minutes of the previous meeting coupled with any new issues uncovered through the week’s activities.
A well conceived agenda establishes PM TOOLBOX,LLC credibility with the team and sets the pace for the project.
Meetings-Minutes
The preparation of Meeting Minutes acts as the primary method of recording the regular progress of the project and the decisions that dictate the direction of the project team. The items covered in the minutes are a completely objective record of the discussions held during the meeting. Individual team members are held responsible for their assigned tasks with dates clearly reflecting when they should be complete. The Meeting Minutes acts as the primary method of tracking all of the open issues that arise as the project progresses and will become the legal record for the entire project.
Status Reporting
Status Reports are PM TOOLBOX, LLC formal means of communicating a snapshot of the project and its progress on a regular basis. The reports are prepared to provide our clients with the critical information that has transpired with regard to all project related issues.
Status reports include all of the financial information, cost monitoring documentation, and an itemized list of the critical issues that are affecting the project at that point in time and how they affect the project plan. Critical Milestones are clearly noted and a review of the team’s performance in achieving those milestones evaluated.
All of the issues surrounding the project need to be addressed in the status report. It is our responsibility to accurately present all of the factors throughout the course of the project– good or bad.
Financial Reporting Anticipated cost Report
The ACR is presented and reviewed with the appropriate client team members on a regular basis to clearly illustrate the status of all project costs associated with your project. We consistently update the cost monitor to reflect contracts and invoices received by the client.
The ACR acts as the foundation document for PMTOOLBOX,LLC fiscal responsibility to our clients.
The following is a guideline outlining the headings that you will see on the ACR and an explanation of what each column means.
Item- This column represents the cost categories that are associated with a project.
These categories coincide with the headings presented on the PM TOOLBOX, LLC Initial Budget.
Approved Budget - This column is the budget value for the cost item in that row.
Base contract - This column illustrates the original contract value for each of the vendor/contractors retained on the project.
Scope Changes - This column illustrates a cumulative value of all of the approved change orders for that budget line item.
Committed Cost - This column reflects the total amount of the contract for that consultant/vendor. The committed cost column reflects the base contract value for the consultant/vendor as well as any approved change orders.
Potential Exposure - This is where PM TOOLBOX, LLC reflects any anticipated cost items that may be incurred which could affect the budget performance.
Each potential exposure cost item is regularly analyzed and updated to reflect any additional risks, exposures or financial obligations that can be identified by the project team.
The Potential Exposure line includes all pending (unapproved) Change Orders for each Cost Item PLUS items not yet documented. Every entry into the Potential Exposure column is detailed in a Variance Report and included in the Status Report to clearly identify the components that are being forecasted.
Total Indicated- This column is the sum of the Committed Cost and the Potential Exposure to determine a forecasted total cost value for the category.
The comprehensive financial document prepared and submitted to our clients on a regular basis is the Anticipated Cost Report (ACR).
The ACR is meant to accurately RECORD your contractually committed costs and then PROJECT the potential costs that may be incurred to give the client a FORECAST of the TOTAL PROJECT COST upon completion.
It is an effective project management tool which in conjunction with other documents measures a project’s progress and success.
Team Assembly
The Request for Proposal (RFP) and Competitive Bidding Process.

always allows the appropriate period of time to complete the process of retaining a series of consultants and vendors on behalf of our client.
PM TOOLBOX ,LLC has a highly developed process for the creation, distribution, analysis and subsequent recommendation of vendors and consultants on your project.
Process
After establishing consensus regarding the necessary consultant team members.
PM TOOLBOX, LLC will solicit input from the client team and create a list of potential bidders for each discipline that will receive an RFP. We routinely include all of the vendors and consultants that have an existing relationship with our client on the RFP distribution list.
The next step is to write a customized RFP document reflecting the appropriate scope for the required services. Ultimately, the RFP will form the basis of the contractual relationship that will be formalized afterward.
Response
The responses are received; date stamped and logged in as they are received. Generally, a bid opening meeting will be set up with the selected client team members promptly after receipt of the responses.
After opening the bids, PM TOOLBOX, LLC will present a detailed analysis of the responses on a leveling sheet to ensure that the data is consistent in the respondent’s understanding of the project. In many instances, inconsistencies in the content of the responses are evident and inquiries will be made to the consultants in an effort to clarify the questions.
Award
Once we are certain that the analyzed responses on the leveling sheet is comparable and complete.
PM TOOLBOX ,LLC will develop the final evaluation activities required by the client prior to awarding the contract.
A formal recommendation letter will be submitted outlining the actions taken by PM TOOLBOX, LLC through the bid process and the financial implications of the award in the context of the budget.
Change Management
It's PM TOOLBOX,LLC responsibility to identify changes to existing contract scope from every member of the client’s team, solicit fixed pricing, negotiate the value, obtain client approval and track as part of the project costs.
Construction Scope Changes
The greatest opportunity for scope creep and cost overruns is during the Construction Phase of the project. One of the most effective ways to mitigate cost overruns is to negotiate a detailed unit price breakdown as part of the contract with the construction manager and each trade contractor.
As change requests are submitted, the unit price list eliminates variations in hourly rates and materials sometimes evident in the evaluation of change requests. Further, unit prices will serve to eliminate price escalation that can occur when trade contractors emerge from a competitive bid environment to the construction phase.
If the team distributes a major drawing revision after the primary trade contractor award, there is potential to receive some technically complex and large change requests. All large-scale change requests will be reviewed by the entire team (as author of the documents) for accuracy and validity.
PM TOOLBOX,LLC review of change requests will begin with the pricing submitted by the contractor(s) including all necessary back-up and with the help of the unit price sheets undergo negotiation to ensure that the pricing is appropriate for the work being completed.
It is critical for the team to understand the impact of changes on the project schedule.
If it is determined that the schedule will be impacted with the acceptance of a change request, PM TOOLBOX, LLC will be prepared with alternate pricing from the contractor to perform the scope in an accelerated manner to minimize or eliminate schedule impact.
Change Request Presentation
When a change request is fully reviewed and the team has a level of satisfaction that the costs are warranted and accurate, PM TOOLBOX ,LLC will submit a recommendation letter summarizing the reason for the costs and the financial implications to the project budget.
Furniture, Furnishing, and Equipment
As part of the Design Development phase, PM TOOLBOX, LLC will facilitate a process with the client and the design team geared at identifying which equipment and furniture in the facility will be reused or purchased for the project.
FF&E is generally the largest project expenditure after the actual construction, so great care must be given to the furniture selection, specificationa and pricing.
If a furniture system or manufacturer has not been pre-determined,
PM TOOLBOX, LLC will undertake a competitive bidding process to determine the supplier who provides the best discount structure for the equipment and services surrounding the specification, delivery and installation
Delivery and Installation
PM TOOLBOX, LLC will coordinate the delivery and installation of the furniture and furnishings selected for the project between the dealer, furniture installer, the CM/GC and client operational personnel to ensure that jobsite activity, staging areas and sequence of work are fully incorporated into the completion activities.
At this point in the project, PM TOOLBOX,LLC diligently tracks the owner furnished items that are to be installed prior to occupancy. Keeping the team abreast of all items being delivered to the jobsite will avoid potentially costly issues.
The sequencing of reused equipment/furniture is extremely important to any organization operating its day to day business.
PM TOOLBOX,LLC will bring our thorough understanding of your project to the relocation of equipment and furniture, enabling the relocation coordination to be surgically planned.
Our goal is a seamless schedule coordinating our clients’ needs, the resources in the field and the constraints of the project milestones.
Relocation and Occupancy
If necessary,
PM TOOLBOX, LLC will implement an RFP process to award a capable moving company that can complete the physical relocation of new and reused components.
After the mover has been retained for the project, a “From-To matrix" will be developed to determine the disposition of all the move contents. The matrix will be reviewed by the appropriate client personnel to ensure its accuracy. Once approved, all of the packing and relocation activities are derived from this document.
PM TOOLBOX , LLC will actively manage these activities to ensure that the overall schedule is being maintained.
Relocation Activities
PM TOOLBOX, LLC will remain the catalyst for coordination of meetings to manage staging areas, jobsite work force sequencing and team communication.
Special attention is paid to the pathways that will be utilized by the movers to facilitate the relocation. Adequate protection will be installed to protect all finished construction surfaces from dollies and bins.
The traffic flow during the existing furniture/equipment breakdown and re-installation period is intense so pathway enforcement and protection becomes extremely important to control the repair costs that can occur during the move.
An open line of communication will be maintained with the base building staff to determine the required protection (if any) of base building spaces and the appropriate time frames for protection install/break-down and elevator usage shall be included in the move schedule.
It is PM TOOLBOX,LLC responsibility to ensure that this phase of the project go as smoothly as possible which generally means that a presence on the job site should be maintained. We will be there to resolve any issues that may come up which would delay the completion of the relocation or reconfiguration project.

The Clinton foundation had less than 6 months to move people into a new office that still required remodeling.
With the special efforts from all the team members involved and Mr. Harley’s unique skill set and ability to analyze the foundation's critical business requirements enabled him to establish and identify a clear path through project management operations and strategic planning for the interior fit-out of the office space through to completion with seamless project implementation in a timely manner.
Mr. Harley even answered questions for the foundation that were outside of his scope of work and referred them to the proper vendor/ companies when necessary.
